New MdQI Utility Subcommittee Being Formed

As a result of the MdQI workshop “Utility Football”, the Partnering Subcommittee recommended to the MdQI Steering Committee, that a new Utility Subcommittee be formed. The purpose of the subcommittee would be to develop, initiate, and promote opportunities to improve relationships and communications among the utility industry, transportation personnel and the contracting community. This would provide a venue for structured issue resolution facing all the partners in delivering transportation projects.

Highway Financing Proposal

The West Virginia Division of Highways has developed a proposal to complete a section of the Appalachian Corridor System within three years. The proposal, according to WVDOH, is not a public/private venture. It is, however, a contractor financing project. Below is a synopsis of what they are proposing. If anyone has done a project like this, or has any comment or suggestion on what WVDOH is proposing, would you please let me know. We are planning to meet again with DOH officials later this week.
The WVDOH wants to finish a section of Corridor H in three years. They plan to let two contracts: One about $125 million and another about $93 million. The successful bidder will finance the entire project and will not start to receive payment until the project is completed (Sometime in 2013). The way the bid is to be presented is that the bidder will set what amount he wants to be paid on a yearly basis for the next five years for performing and financing the project (ex. $25 million a year for 5 years).
The contractor would be paid from the WVDOH’s federal allocation for Appalachian Corridor projects out of the federal-aid highway bill, plus the state’s matching funds, which currently total about $40 million annually.
This is definitely thinking outside the box but will severely limit the amount of contractors who will want to bid on the project. I would appreciate any comments anyone may have.
