Apprenticeship – $0.25

January 14, 2010

Jim Russ has been working closely with several affiliates including ABC, which was very involved with the original legislation last year.

MTBMA will keep you informed as regulations are finalized. If you have any questions, please call Jim at 410-760-9505 or jruss@mtbma.org.

A Message from Bob Zinmeister – ABC Metro Washington regarding Apprenticeship:

“I finally spoke with my DLLR contact yesterday. She affirmed that they have not finalized the regulations for the apprenticeship legislation due in large part to not having the funds to administer the program. She said they were going to try and refile the regs in mid-February which is the next time they can do so.

I suggested that DLLR issue a statement saying that since the regulations are not in place that the bill and its requirements will not be enforced until such time the regulations have been finalized and available to the contracting community. She thought this was fair and was going to take it to the Labor Commissioner.”

I will let you know what kind of response we receive.”

Letter to Delegate Conway from Danny Bramble

January 14, 2010

To our members:
I am forwarding to you a copy of a letter Danny Bramble sent to Delegate Norman Conway in December. (With Danny’s okay – and he adds that I let you know the battery tax was not his hottest fix.)

All of you have your own tales of how the lack of a long range plan has affected your businesses. You have your own story of how your company has been impacted by the reduced SHA awards in FY 2010 and the reduction of personnel, purchases of equipment and services etc.
Please write your Delegates/ Senators with your message and copy MTBMA.

Our legislative group will, with your permission, use this as grass roots, front line reasons to address an immediate increased investment in transportation funding for FY 2011 and our call for a study of current trust fund modifications in the next session as a long term solution.

Call me at MTBMA if you want to discuss this further.

Thank you,
Jim

Legislative Update

January 26, 2010

The legislative session is up and running and with that come the myriad of bills. Please take time to review the attached legislative summary and get back to me and your Legislative Committee with comments, concerns, questions and direction.

We have been actively meeting with the Leadership and legislators these past two weeks and have many meetings lined up for the coming weeks.

Several reminders:

1.      I sent a request for “your stories” along with Danny Bramble’s letter for your thoughts. Barbara and I have used Danny’s letter to advance the Industry’s plight and position. I have received very little feedback otherwise which, frankly weakens our position when we relay the somber to depressed condition of our members and the bleak outlook for 2010 and beyond without funding now, and into the future. PLEASE help us help you. Send us “your story”

2.      Please mark your calendars and plan to attend the JOINT LEGISLATIVE BREAKFAST February 3, 2010 at the Governor Calvert House. The event begins at 7:30am. We will be inviting Legislative Leadership and ask that each of you contact your Delegations and your specific legislators and invite them.

Your invitations will be coming to you early next week.

Thank you for your help and support.

Jim
