SHA Office of Construction has released Partnering Percentages for fiscal year 2009. Chart 1 shows percentages of partnering projects and percentages of partnering dollar amounts and Chart 2 shows evaluation averages.
Board of Public Works Approves $450 Million Budget Cuts

The State Board of Public Works approved Governor O’Malley’s recommendations on budget cuts effecting mostly local jurisdictions ($211 million). Additionally, the Highway Users Fund (HUR) was cut by $159.5 million. The HUR derived from state fuel and titling taxes is usually directed to local jurisdictions to support maintenance of local roadways.
Other reductions include: $20 million from the Local Health Departments; $20 million from Police Aid, and $10.5 million from community colleges.

Beverly Swaim-Staley

On Tuesday, September 1, Beverly Swaim-Staley was named Secretary of the Maryland Department of Transportation. She has 12 years with MDOT including positions as Chief Financial Officer and Deputy Secretary. Swaim-Staley is the first woman to become Secretary of Transportation in Maryland.
She had previously been serving as the Acting Secretary since Secretary John Porcari took a postion with the U. S. Department of Transportation in May.
ABC Seminar on Changes to MD Procurement and Employment Law – October 2, 2009

This year’s General Assembly session resulted in the passage of several pieces of legislation that will impact procurement and employment laws in Maryland.
WORKPLACE FRAUD ACT OF 2009
This bill will have a direct impact on contractors who hire independent contractors. ABC was successful in removing most of the more egregious aspects of this bill, but there remain serious fines for employers who misclassify their employees.
The bill establishes a State Apprenticeship Training Fund and requires that contractors bidding on state projects either participates in an apprenticeship program or make cents per-man-hour contributions to the fund.
