MTBMA is saddened to announce the passing of Michael Oshrine on April 1, 2010. Michael worked for John W. Brawner Contracting for many years and was very active in the construction industry. He is survived by his wife Beth-ada and sons, Sam and Matt. Apprenticeship Program Update

State Highway Administration will be adding the following language to the Apprenticeship Training Program Specification: “The following information concerning the requirements of the apprenticeship training fund program are being provided for informational purposes only. It is the contractor’s responsibility to contact the Maryland Department of Labor, Licensing and Regulation (DLLR), prior to commencement of any work, to determine how these provisions are being implemented and enforced by DLLR. “
MD Construction and Materials Conference

We want to encourage all of you to attend and participate in the Maryland Construction and Materials Conference this year.
We have worked to provide a very special array of speakers and topics that provide insight, awareness and education that will help each contractor, aggregate producer and supplier navigate through the troubled waters of 2010 and beyond.
As you will note, in looking over the agenda, former Governor Bob Ehrlich will address the group on Monday evening. He has also agreed to come a bit early and join our golf outing. We have also invited Governor Martin O’Malley to join us on Tuesday for closing remarks.
Our guest speaker, Congressman Nick Rahall (D), West Virginia is a true champion of transportation funding and a strong ally on Capitol Hill.
Our Board of Directors will meet on Sunday, June 27 from 2-4 p.m.
For anyone who has not attended in the past, the Hyatt Regency Chesapeake Bay Golf Resort, Spa and Marina is very user friendly and the conference is designed to balance work, networking and some relaxing fun time as well.
We hope to see everyone in June.

Although Yellow Card expiration dates are extended, SHA is offering several one-day recertification classes at a cost of $85 per person in order to reduce the overall demand for recertification in January 2011. This class is only available for those that have previously taken and passed the course. They MUST have a valid MDE Green Card and SHA E & S Yellow Card.
$48.8 Billion in Highway Funds Now Available to States Annual Apportionment, Restored Dollars will Enable States to Make Longer-Term Plans

PRESS RELEASE from DOT:
WASHINGTON – U.S. Transportation Secretary Ray LaHood today announced that $48.8 billion in highway funds is now available to state departments of transportation for federal projects through the Hiring Incentives to Restore Employment (HIRE) Act.
“With spring and summer highway construction seasons just beginning, these funds will help make it easier for states to put people back to work and begin long-term projects,” said Secretary LaHood.
The HIRE Act, which was signed into law last month, included a provision that extended funding authority for surface transportation programs through December 31, 2010. The law provides $40.1 billion from the Highway Trust Fund for highway programs for FY 2010.
In addition, the HIRE Act restores $8.7 billion to state DOTs that was rescinded last year due to a provision in the “Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users” (SAFETEA-LU), surface transportation program authorizing legislation enacted in 2005.
SAFETEA-LU expired September 30, 2009, and since then, Congress has passed a series of small, short-term funding extensions based on SAFETEA-LU.
The provision included in the HIRE Act that extended highway programs through the end of this year now allows the Administration time to work with Congress on a more comprehensive, long-term authorization proposal.
